Discovery Center or Administration Center Does Not Open - trillium_discovery - trillium_quality - 17.1

Problem

Logging in to the Discovery Center or Administration Center fails with a message telling you the page cannot be displayed.

Solution

On the Trillium server system, start the Trillium 17 Rest APIs service and try logging in again.
