The NI (Number Ignore) modifier is used with the STREETS routine when you want the comparison to ignore leading numerics in a street name. For example, 123 Main St and 456 Main St would be compared as Main St and Main St.

NI should only be necessary when the you are using a connector that stores complete street information in one field.
