The Control Changes settings are used to control the way the Postal Matcher handles Level 1-4 and postcode. They are used in the China (CN), Japan (Standard JP), Korea (KR), and Taiwan (TW) Postal Matchers. Refer to the information in the table to change the settings.

Level 3 is changed by postcode because "01821" points to S.Billerica. This works the same as ALLOW_CHANGE_FROM_HIGHER_LEVEL 3, but this value looks at the Postcode, not Level 4 to determine Level 3.

If there is no Level 1, it can always be added from a Level 2 or Level 3. If there is no Level 2, it can always be added from a Level 3. If there is no Level 3, it can only be added from Level 4 if this value is set to one of the last two. Postcode is considered a Level 5 (highest Level) for the purpose of this setting.
