Windows services uses the wrapper.conf file in the kernel directory that you must manually modify to setup log rotation.
You must insert the following entries into the wrapper.conf file:

Dlog4j.configuration=log4jL.properties—See Rotate Logs, for detailed information on the contents of this file.
