The CDC queue drain feature allows some replication activity to occur during a model update or when enable/disable capture commands are executed. The purpose of the queue drain feature to prevent data loss when these commands are executed.
Note: In general, it is recommended that you minimize, or if possible, stop incoming enable/disable capture command execution.
