You can set the configuration property "attachement.enabled" to enable the Edit button and upload the attachement to the work item.
When the property is enabled (set to true), the Edit button is enabled, allowing you to upload and view attached files. If the property is disabled (set to false), the Edit button is disabled, preventing you to upload but view the attached files. By default, the property is set to false.
