What is the purpose of Scalebar?

Opens dialog boxes that allow you to add a scale bar in the active map window. The scale bar is drawn as the topmost elements on a map, on top of any labels and on top of the cosmetic layer.

When is Scalebar active?

When a Map window is active.

How do I access Scalebar?

On the MAP tab, in the Content group, click Add to Map, and click Scalebar to open the Create Adornment dialog box.
