The USPS Locatable Address Conversion System (LACS) allows you to correct addresses that have changed as a result of a rural route address converting to a street-style address, a PO Box renumbering, or a street-style address changing. Note that LACSLink is a CASS feature, not part of NCOALink. Address data in LACSLink does not contain names of individuals, families, or firms because it does not involve moves, only changes to an existing address. If you use external CASS, your CASS product will provide LACSLink processing.

Some examples of LACSLink conversions are shown below.

  • Rural Route Converted to Street-Style Address:

Old Address:
RR 3 Box 45

New Address:
1292 North Ridgeland Drive
  • Street Renamed and Renumbered:

Old Address:
23 Main Street

New Address:
45 West First Avenue
  • PO Box Renumbered:

Old Address:
PO Box 453

New Address:
PO Box 10435

To use LACSLink, follow these steps.

  1. In the VeriMove main window, double-click the job you want.
  2. Click the DPV/LACSLink/SuiteLink tab.
  3. Check the Use LACSLink box.
Note: The USPS CASS regulations require LACSLink processing. If you do not perform LACSLink processing, the internal CASS engine does not generate a USPS Form 3553 (CASS Summary Report).
  4. Indicate whether you will be performing internal LACSLink processing or external processing. Internal LACSLink processing is only available if you are going to execute the job on Windows, Unix, or Linux and if internal CASS processing is selected on the CASS tab. External LACSLink processing is only available if external CASS processing is selected on the CASS tab.
    • To perform LACSLink processing using VeriMove, select Internal LACSLink processing. In the USPS LACSLink Data field, enter the path to the USPS LACSLink data.

The LACSLink file must be from the same month as the ZIP + 4 file (city.dir).

    • To perform LACSLink processing using another software package, select External LACSLink processing.
  5. If you chose External LACSLink processing, in the Statistics Source area, select the method you want to use to provide LACSLink statistics from the external LACSLink processor to VeriMove. The options are:
    • Use Statistics In Input Field(s) — When you select this option you must add the CASS - Detail Result Indicators field to your input definition (using the Input Definition tab). For more information, see Configuring Your External CASS Product.
    • Use Manually Registered Statistics — This option is most useful if your external CASS product cannot produce the output layout required by the Detail Results Indicators field. When you select this option you must add the CASS - LACSLink Footnote field to your input definition (using the Input Definition tab). For more information, see Configuring Your External CASS Product.

If you choose Use Manually Registered Statistics you must manually update the date of the USPS data each time you update the data. You also must manually update the name and version of the external LACSLink product whenever they change.
