The exception “Failed to load from file, META-INF/ServiceData.xml”, sometimes occurs. If you receive this error, copy the services.xml file in the webapps/WebServices/WEB-INF/services/WebService/META-INF folder and rename it to ServiceData.xml. Do not delete services.xml.
