If this error occurs one reason for it is that the Syncsort™ Capacity Management Portal has been upgraded from 10.10. This upgrade will appear to run successfully but this error may occur if the Athene 10.10 Portal was installed in a non-default location (the default location being:
C:\Programs Files (x86)\Syncsort Capacity Management Portal Web Site).
If this is the case, uninstall the Syncsort™ Capacity Management Portal and re-install it. This should resolve the issue.
