When processing an AC data file, the PS data for the time range is
expected to have been processed into the accounting measurement
periods already. This error occurs if it cannot be found in the
Capacity Database.

This is a warning showing that Control Center is very busy and
because a large number of VMware targets are being created. Some
targets may not start being processed until the next time Control
