Each web site must point at a different set of installation files in a different directory. If this isn’t done, then it isn’t possible to have different authorization rules for the two different web applications (this was observed when altering the authorization rules for two web applications that used the same installation files - updating authorization rules for one application would always update the other site with identical rules).
Make a copy of the Portal directory, and give it an appropriate name. On a default installation the Portal directory can be found in C:\Program Files (x86)\Syncsort Capacity Management Portal Web Site.
In the following screenshot the Portal portal directory has been copied and named Portal2.
