To add more labels to your map when labels do not fit within region boundaries, you can select to use callouts. This places the labels that do not fit inside their region boundary at a position outside of the boundary. A line is then drawn from the label to the best defined label position within the region boundary.
To use callouts with your region labels:
- Double-click the layer name in the Explorer window.
- In the Layer Properties dialog box, select the Labeling Rules tab.
- Select the Auto position label within region check box.
- Select the Confine labels to region boundary check box.
- Select the Place Outside if Necessary (callout) check box.
The map redraws and adds labels with callouts to your map. The following example also has the Allow font reduction for better fit option turned on.

Callouts are not drawn when:
- The callout line intersects with another callout line already drawn on the map.
- The callout line intersects with the region boundary for another label.
- The label intersects with a callout line already drawn on the map.
- The label intersects with a graphical object on the map in the same layer.
