In Connect CDC MonCon, in the Process view, the Tools menu, if you select Configure Statistics Reporting, the window pops up but all you see is the title bar. You must resize the window.
Your OmniMonCon.config file may be corrupted. Try deleting it and then reopen the Configure Statistics Reporting dialog.
