Apply changes to the active configuration. Requires agent to be in a mounted and stopped state. This allows changes to be prepared in advance, while still allowing for a safe restart in case of exceptions (typically a full Queue). Requiring an apply step SQDconf ensures that changes will not take effect until explicitly instructed to do so by an APPLY command.
