FSAs were not designed to respect standard geographic boundaries, except at the provincial level. However, there are instances where FSAs may cross provincial boundaries, as in the case of Flin Flon, Manitoba/Saskatchewan, which spans a correction line in the boundary between the two provinces.
The Postal Code layer may be used as a backup for geocoding, but it does not overlay perfectly with streets. Therefore, a street segment with a given FSA code may not fall within the corresponding boundary.
